'The Blob' in Pacific Ocean Linked to Spike in OzoneA warm blob of water lurking in the Pacific Ocean in 2014 and 2015 led to a spike in ozone levels across the western U.S., new research suggests. The blob of warm water, which sat about 310 miles (500 kilometers) off the Oregon coast, was linked to a high-pressure system in the atmosphere that resulted in warm, calm air and sunny skies across nearly a quarter of the country, said study co-author Dan Jaffe, an atmospheric scientist at the University of Washington Bothell. Those atmospheric conditions sped up the formation of ozone in the atmosphere, Jaffe added.

More than 60 million people, two thirds of them in east and southern Africa, are facing food shortages because of droughts linked to El Nino, a warming of sea-surface temperatures in the Pacific Ocean, according to the United Nations.

Indiana Governor Declares Public Health Emergency in County After HIV SpikeThe governor of Indiana has declared a “public health disaster emergency” after a spike of HIV cases in southern Indiana has alarmed health officials. Gov. Mike Pence made the declaration for Scott County after 71 confirmed and seven preliminary positive cases of HIV were found in the southeast region of the state. While nationwide HIV is primarily spread through sexual intercourse, this outbreak has been fueled by intravenous drug use, according to the Indiana Health Department. "I am deeply troubled by this outbreak, and stopping it is a top priority for our department," State Health Commissioner Dr. Jerome Adams said in a statement.

In a statement ahead of Valentine's Day — a time when Thai officials often issue a flurry of warnings about the potential pitfalls of young love — the kingdom's Ministry of Public Health warned that STIs among 10-19 year olds had increased almost five times in the last ten years. "It is due to the fact that only 43 percent (of teenagers) use condoms — and also because they choose condoms that are too big for their actual sizes and they are afraid they will be mocked for being too small," the statement said. The ministry added it planned to spend 47 million baht ($ 1.4 million) this year to distribute more than 43 million condoms to people across the country.
