U.S. House passes legislation taking hard line on China over Hong Kong, HuaweiThe U.S. House of Representatives on Tuesday passed four pieces of legislation taking a hard line on China, three related to pro-democracy protests in Hong Kong and one commending Canada’s government in a dispute over the extradition of an executive from Huawei Technologies. All four measures passed by unanimous voice vote, as members of Congress – Democrats and Republicans – said they wanted to take an aggressive stance on China and show support for Hong Kong following four months of unrest in the city. One of the measures, the Hong Kong Human Rights and Democracy Act, would require the U.S. secretary of state to certify every year that Hong Kong was retaining its autonomy in order to keep receiving the special treatment that has allowed it to be a major financial center.

China Threatens to Retaliate if U.S. Passes Hong Kong Bill(Bloomberg) — China threatened to retaliate if the U.S. Congress follows through with passing legislation that would require an annual review of whether the city is sufficiently autonomous from Beijing to justify its special trading status.The Chinese Ministry of Foreign Affairs said in a statement that it would take strong measures if the bill passed. The Hong Kong Human Rights and Democracy Act is one of four measures passed by the U.S. House Tuesday in unanimous voice votes. The bill provides for sanctions against officials “responsible for undermining fundamental freedoms and autonomy in Hong Kong.” A similar bill is also before the Senate, though the timing of a vote there remains uncertain. Iran passes uranium enrichment cap set by endangered dealIran on Monday breached a uranium enrichment cap set by a troubled 2015 nuclear deal and warned Europe against taking retaliatory measures, as France decided to send an envoy to Tehran to try to calm tensions. The move came more than a year after Washington pulled out of the landmark accord between world powers and Tehran, which says it has lost patience with perceived inaction by the remaining European partners. After Tehran’s latest step, US President Donald Trump held talks with his French counterpart Emmanuel Macron on “ongoing efforts to ensure that Iran does not obtain a nuclear weapon and to end Iran’s destabilising behaviour in the Middle East”, the White House said in a statement.

And there are some improvements that we think can be reconciled.”Republican lawmakers have emphasized the urgency of the border crisis in asking their Democratic colleagues to avoid a protracted reconciliation process by passing the Senate spending bill immediately, before lawmakers leave town for the one-week July 4 recess.Addressing his colleagues on the Senate floor before the vote on Wednesday, Majority Leader Mitch McConnell emphasized the bipartisan support behind the upper chamber's spending bill, which ultimately passed 84–8.“The House has not made much progress toward actually making a law, just more resistance theater,” McConnell said. “The Senate has a better and more bipartisan way forward.”“It’s a productive compromise that would go a long way to begin to address the border crisis: no poison pills, just a clean bill,” he added, referencing the restrictions placed on the use of funds in the House spending bill.The House bill, which fell 19 votes short of passage in the Senate, includes numerous humanitarian provisions related to the detention of migrants and restricts the amount of funding that can be allocated to enforcement mechanisms.The Senate bill, meanwhile, allocates $ 1.3 billion to improve the Border Patrol and HHS detention facilities, which have been overwhelmed by the 144,000 asylum-seekers that arrived at the border last month, as well as $ 2.9 billion to improve the medical care and supervision of migrant children, many of whom, according to multiple recent reports, have been deprived of basic hygiene products and proper beds due to lack of resources.House Democrats, particularly those in the progressive wing of the caucus, remain opposed to the Senate bill because they believe it does not do enough to ensure the humane treatment of migrants. Their bill would allow lawmakers to do unannounced checks of detention facilities, would mandate the provision of certain hygiene products, and would limit the amount of time children can be detained to just 90 days.
