Syrian government forces backed by Russia have recaptured nearly all of eastern Ghouta, which was the last major rebel enclave on the outskirts of Damascus, in a ferocious assault that began in February, marking a major victory for President Bashar al-Assad. “We hope that that agreement will lead to people being able to stay if they choose to, to get amnesty for those who put away their arms but also to an opportunity to leave for those who choose to leave Douma,” he told a news briefing.

The Ahrar al-Sham group’s decision to accept the army’s terms and abandon the town of Harasta puts the government on course for its biggest victory over rebels since the battle of Aleppo in 2016. After dark fell on Thursday, around 30 buses carrying rebel fighters and their families left Harasta.

Government forces need to advance just a few more kilometers (miles) further to split the enclave in two, said a commander in the military alliance that backs President Bashar al-Assad. The Syrian Observatory for Human Rights said government forces had seized around a quarter of eastern Ghouta in a ground assault that got underway on Feb. 27, building on a ferocious air and artillery bombardment that has killed hundreds.

It appeared to make no mention, however, of allowing relief supplies to enter the territory, where 400,000 people are living under siege and bombardment. Over the past week, Syria’s army and its allies have subjected the rebel-held enclave near Damascus to one of the heaviest bombardments of the seven-year war, killing hundreds.
