On Thursday, the Wall Street Journal reported that special counsel Robert Mueller had assembled a grand jury in the Trump-Russia probe, escalating his investigation into possible collusion. On Wednesday, Trump reluctantly signed a new Russian sanctions bill, saying in a statement that the legislation was “significantly flawed” and Congress had “included a number of clearly unconstitutional provisions.” It was the latest sign of Trump’s desire to remain friendly toward a historic adversary, even after the U.S. intelligence community concluded that Russia interfered with the 2016 presidential election.
